The problem of the public administration efficiency based on the well-organized recruitment policy is researched in the article. The main features of HR management system and specific personnel problems are highlighted and analyzed on the example of the Federal Treasury Volgograd branch. Emphasis has been put on the staff turnover, its theoretical definition and practical description on the terms of the Federal Treasury. The author concluded that staff turnover is a consequence (not the main reason) for difficulties in the management system and offered the ways of improvement.
