The state of regional systems for handling secondary resources in modern Russia

The article substantiates the need to change traditional approaches to the management of solid waste generated in the process of household and industrial activities at the present stage. The purpose of the study is to systematize ideas about the state of waste management in Russia as a whole and its regions, as well as to identify the main obstacles to increasing the economic and environmental efficiency of methods for handling secondary material resources. Research is based on statistical data, publications of domestic and foreign authors, official data from enterprises, authorities, and analytical agencies on the topic of handling secondary material resources. It is noted that the regions of Russia differ significantly in terms of recycling and disposal, primarily of solid municipal waste; in most regions, the bulk of solid waste is sent to landfills, however, in recent years, certain regions have managed to achieve a high level of reuse of such waste. It is concluded that in Russia conditions have been created for the collection, processing of secondary raw materials and disposal of the most economically efficient fractions of waste and environmentally hazardous waste. Creating demand for products made from recycled materials will be a key factor in the development of regional systems for handling secondary resources.
