The current state analysis of rural territories comprehensive development

The relevance of the integrated development of rural areas is due to changes in modern urban planning legislation that have occurred in recent years. The legislator, realizing the need to create conditions for the accelerated development of housing construction, as the most important sector of the economy, as well as a factor influencing the level of comfort of the environment in which citizens live, and, consequently, the level of their socio-economic well-being, is actively introducing various mechanisms of state support construction of engineering and transport infrastructures, which are key growth points for the construction industry and economic agents conducting their economic activities in it, based on existing and newly introduced federal programs and projects. The paper analyzes the current mechanisms of state support for the integrated development of rural areas (hereinafter referred to as the KRST), included in the strategy for the sustainable development of rural areas of the Russian Federation until 2030. Rural areas, according to the authors, lag significantly behind urban areas in terms of living standards, suffering from the consequences of population outflow and budgetary underfunding, staff shortages and the lack of sources for implementing investment projects that can attract citizens to live within the borders of their territories. Based on the results of the analysis, it was concluded that the existing directions for the integrated development of rural areas do not fully meet the needs of residents and legal entities conducting their economic activities in rural areas, and require significant reworking of the basic mechanisms for implementing the KRST.
