This paper presents the results of the assessment individual interviews in an attempt of analysis of the social housing problem of orphans in Penza region. Analyzed regional statistics, regional regulatory framework in this area. Identified the main challenges of a social group "orphans" in connection with the exercise of their rights to housing.
