Analysis of the socio-economic strategy development of Orel region as a key factor of improving living standards

Based on a brief description of the Orel Region as a regional unit of the Russian economy, promising and problematic areas of growth and development of the main industries and sectors of the current economic situation in the region were identified. As measures aimed to eliminate the imbalance in socio-economic development, we considered and analyzed a set of measures called "Strategy for the socio-economic development of the Orel Region until 2035" in the main areas of their functioning. The time stages of the implementation of this comprehensive program and the hypothetical results that are expected to be achieved as a result of the successful implementation of the strategy were considered. Important aspects were touched upon, such as a system for monitoring the progress of the implementation of the main activities within the framework of the strategy for socio-economic development of the Orel region. Based on the time proximity of the end date for the implementation of the complex of strategy measures at the 1st stage, the degree of achievement of the indicators planned in it was analyzed, the effectiveness of the measures taken in the framework of the complex of socio-economic development was assessed, and forecast values were given based on the identified dynamics of the main socio-economic indicators on the date of completion of the activities of the first stage. Moreover, the issues of financing this regional development strategy were considered, the degree of appropriateness of the amount of allocated funds was analyzed, as well as the associated budgetary risks and imbalances in the sources of allocated funds. As measures to resolve this problem, appropriate measures were proposed to increase the share of the Orel region in state and investment programs. Within the framework of the proposed measures, the essence of the program, the hypothetical advantages of the region’s participation in this strategic project, as well as the probable prospects for the development of the region economy, were analyzed.
