Analysis of strategies and practices for managing innovative development in the educational sector, depending on the type of educational institution

This paper examines the concepts of strategy and innovation strategy, development strategies of various higher education institutions (HEI) and existing systems for evaluating innovation activities of Russian higher education institutions. The purpose of the study is to identify effective innovative development strategies for various educational institutions. The hypothesis of the study suggests that it is necessary to have a specifi c and appropriate strategy for innovative development for each type of educational institution. The research methodology uses cluster analysis, which allows educational institutions to be divided into clusters or types of educational institutions according to their level of innovative development. The data analysis is carried out on the basis of an analysis of existing systems for evaluating the innovative activities of Russian HEI. The results of the study show that the type of educational institution has a signifi cant impact on the choice of an innovative development strategy. In particular, the types of educational institutions, groups of strategies, and types of innovative development strategies for each group of development strategies are identifi ed. The theoretical signifi cance of the study lies in understanding the role of innovative development management in the educational sector, and the applied signifi cance is in developing specifi c strategies for innovative development depending on the type of educational institutions. The scope of the results covers the management of innovative development of educational institutions and the development of strategies to increase the competitiveness of HEI at the national and international levels through the introduction of innovative approaches. The results can be used by both researchers and educational institutions themselves to improve their innovative potential.
