Analysis of the current situation and prospects for the development of the agricultural land market in the Republic of Kazakhstan

The study covers a wide range of interrelated problems of the formation of the agricultural land market in the Republic of Kazakhstan. The specific conditions that determine the legal approaches to the regulation of the market turnover of agricultural land, the shortcomings and gaps of Kazakhstan’s land legislation are considered. Potential threats leading to the loss of land use rights, caused by both legal conflicts and speculative land transactions, have been identified. On the basis of foreign experience, the role of the state in the regulation of pricing in the agricultural land market has been studied and possible scenarios for the formation of the land market after the lifting of the moratorium on the sale of land to private ownership have been formulated. According to the monitoring of the land fund, a forecast of the development of land relations and the future value of agricultural land was made using the example of the Kostanay region. The factors that can affect the value of land use rights and the value of land sold as private property are analyzed. On the basis of the study, recommendations for the further development of the agricultural land market are proposed.
