Analysis of characteristic points’ coordinates determination accuracy of the boundsries of land parcels based on cartometric approach

The primary research objective of the present paper is rationalization of the feasibility of cartometric analysis using under determination of the characteristic points’ coordinates of real estate properties’ boundaries while executing cadastral and land survey works for different land categories and lands that meet the recommended specifications. Researches were done with due regard to the theory of measurement uncertainty. The paper presents experimental data on characteristic points’ determination of land boundaries using cartometric analysis. The study found that application of cartometric analysis is not appropriate for determination of the characteristic points ‘coordinates of real estate properties’ boundaries of residential areas, lands of agricultural designation and lands intended for private subsidiary farming, dacha construction, gardening, horticulture, and for housing and garage construction. The accuracy of geospatial information on characteristic points ‘coordinates of real estate properties’ boundaries represented in title plan scale which are used for registration of different land categories and approved lands does not meet modern requirements of the applicable regulations. The paper provides recommendations on feasibility of scale choice of cartographic materials for lands cadastral registration. Registration of lands designated for industrial, power generation, transport, telecommunications, radio- and television broadcasting, IT, space industry, national defense and security use and lands with other special designated uses is advised to execute with title plan scale of 1 : 1000. Registration of lands of agricultural designation and land attributed to the lands of specifically protected territories shall be made with cadastre plans produced at scale of 1 : 5000. For forest water and lands conservation areas maps with a scale of 1 : 10000 are recommended.
