Analysis of human capital management at the national level on the example of state programs of the Russian Federation

It is devoted to the issues of human capital management as the main factor in the innovative development of the country’s economy in the context of the digitalization of the world economy. The features and leading directions of the effective use of human capital in the framework of the implementation of state programs, without which it is impossible to fully use and increase human capital at all levels of its functioning, are identified.
