Analysis of sustainability of regions of the North-Western federal district: construction of a Saati matrix according to economic, social and environmental indicators

The article proposes a methodology for comprehensive assessment of sustainable development in the regions of the Northwestern Federal District based on Rosstat data and the Green Patrol rating using Saaty analysis. An original system of socio-ecological-economic indicators is developed, which is converted to a common relative scale and used to construct an 11×11 pairwise comparison matrix Z11. Based on this matrix, regional weights are calculated reflecting their relative sustainability across three development dimensions: economy, social sphere, and ecology. Verification procedures include sensitivity tests to changes in scale, alternative sets of indicators, and order of regions within the matrix; the conducted research demonstrates robustness of conclusions and reliability of regional positions. The findings can be utilized by regional administrations for project prioritization, interregional cooperation planning, and monitoring balance between economic growth, quality of life, and environmental safety.
