Analyses of strategy of the general education in the Russian Federation

In the Russian Federation more than 101.1 thousand educational organizations function. The number of pupils of comprehensive schools in 2015– 2016 academic year was 14.1 million people.

Strategy purpose: Quality providing Russian education according to the changing requests the population and perspective problems of development of the Russian society and economy.

Mission of education is implementation by each citizen of the positive social, cultural, economic potential, social economic development of Russia. For this purpose education should provide availability of high-quality educational services throughout life of each person.

Main objectives:

• 1.    Forming of the system of continuous professional education flexible, accountable to society developing human potential, providing the current and

• 2.    Development of infrastructure and the organizational economic mechanisms providing the most equal availability of services of preschool, general, additional education of children; the upgrade of educational programs in the systems of preschool, general and additional education of children directed to achievement of modern quality of educational results and results of socialization;

• 3.    creation of a modern system of assessment of quality of education on the basis of the principles of openness, objectivity, transparency, public professional participation

  Term of implementation of the State program: 2013-2020:

perspective requirements of social and economic development of the Russian Federation;

• -    the first stage – 2013-2015

• -    the second stage – 2016-2018

• -    the third stage – 2019-2020

Within the State program the following subprogrammes will be implemented:

• -    "Development of professional education"; subprogramme

• -    "Development of the preschool, general education and additional education of children"; subprogramme

• -    "Development of a system of assessment of quality of education and information transparency of an education system"; subprogramme

• -    "Ensuring implementation of the state program of the Russian Federation "Development of education" and other actions in the field of education".

Implementation 1 stage. At the 1st stage the main actions of the State program will be directed to creation on all education levels of conditions for equal access for citizens to high-quality educational services.

The formation and implementation of financial and economic mechanisms of providing obligations of the state in the field of education will be completed.

The output of infrastructure of school education to basic level of the conditions of educational process meeting the modern requirements will be provided. Address measures of elimination of zones of poor quality of education will be implemented. FGOS of the preschool and main general education will be implemented. Implementation of FTsPRO which result will be implementation of new models of management and assessment of quality in the conditions of large-scale use of information telecommunication technologies will come to the end

At this stage the group of regions - leaders who will get support in complex modernization of education systems will also be created. The problem of ensuring information transparency of an education system for society will be solved. To ten leading higher education institutions of Russia will get support of programs of ensuring the international competitiveness.

The second stage of the State program will be focused on full use of the created conditions for ensuring new quality and competitiveness of Russian education, strengthening of a contribution of education in social and economic development of the country and also on distribution of best practices from leading regions on all regions of the country.

The main components of a complete national system of assessment of quality of education which will become a basis of self-control of an education system and activity of separate institutes will be created. Will be the independent system of assessment of quality of work of the educational organizations, including maintaining public ratings of their activity is created with participation of the public. In all regions modern networks of the organizations of the general, additional and professional education will be created

At the third stage of implementation of the State program the emphasis will be placed on development of the sphere of continuous education, development of the educational environment, further individualization of educational programs. The system of services of additional education which will provide coverage of children and youth with programs of positive socialization, to support their selfrealization will come under the spotlight. As a result the network, educational standards, the system of information openness and assessment of educational achievements will provide the maximum opportunities for the choice and realization of individual educational trajectories. On key indicators of quality of educational results Russian education will reach the level of the leading developed countries, and in the separate directions will take the leading positions.
