В статье анализируется окончательно сложившаяся система взглядов английского публициста, радикала-реформатора майора Джона Картрайта на основе одной из его последних работ. Особое внимание уделено понятию «свобода», времени и причинам появления английской конституции, предлагаемым Картрайтом новым принципам построения государства.
