Anti-criminal policy of the state: levels, guidelines, prospects

The problem of anti-criminal security of society and the state is investigated. Anti-criminal security is considered as an element of the National Security Strategy of the Russian Federation. Crime in its organized forms, acquiring extremist content, merging with corrupt public administration, is called a threat to society. The systemic counteraction to crime has been updated. The crime prevention system acquires a scientific base of criminology, sociology, political science, legal and other sciences. Thanks to the synthesis of scientific knowledge, the concept of anti-criminal security is formulated as a state of protection of society from the influence of criminal communities. The necessity of forming an anti-criminal policy that protects important areas of public practice from criminal influence is shown. These areas include, first of all, political, economic, cultural, as well as sports and leisure. The structure of the anti-criminal policy of the state is proposed. Its stricture includes a block of theoretical positions and an operational block. Its criminological content is investigated. The object, subjects, levels of implementation of anti-criminal policy have been clarified. The indicators of its effectiveness are formulated. Attention is drawn to the scientific validity of measures implementing anti-criminal policy. Recommendations are given to improve certain areas of anti-criminal policy. Attention is focused on the anti-criminal protection of the poor, as well as young people. The issue of international cooperation in the field of anti-criminal security is investigated. The need to strengthen and establish new international ties in the field of anti-criminal security was emphasized. The main indicators of anti-criminal security at the national and regional levels have been clarified. These include the results of criminological prevention, law enforcement, the influence of criminal communities, the degree of development of civil society, and other parameters. The guidelines of the anti-criminal policy are called the improvement of demographic indicators, the strengthening of the rule of law, the development of human, industrial, scientific, cultural potentials of the country. It is recommended to increase the level of legal literacy of the population, direct public activity to a legal way of life support. Promote the involvement of young people in socially significant projects.
