Anti-criminal strategy in the national security system: content and goals

The problems of building an anti-criminal strategy of the state in terms of ensuring the tasks of national security of Russia are considered. The anti-criminal strategy is based on the achievements of modern criminology, as well as the generalized opinions of respondents from the regions of Russia. On the basis of a systematic science-based approach, the directions of the implementation of the anti-criminal strategy are specified. Among them, scientific forecasting and identification of threats from criminality are called relevant; development and implementation of urgent and promising measures to overcome it; observance of constitutional rights of citizens, development of state power and strengthening of the rule of law; provision of systematic preventive work to overcome the causes and conditions of crime. The essential importance of state support for positively oriented public organizations and movements, as well as public programs, is noted. The importance of financial and material security of priority areas of education and upbringing, science and technology, culture and sports, state support of targeted programs for priority development of territories is shown. The goal of implementing the anti-criminal strategy is defined as the sustainable development of society and the state. The implementation of the anti-criminal strategy eliminates the causes and conditions for the penetration of criminals into public relations. The anti-criminal strategy eliminates the ground for the emergence of destructive conflicts between societies, public structures, social groups, and individual citizens.
