The paper investigates the effectiveness of crisis management at the macro level. The attention paid to ensuring the availability of credit resources for the development of the real sector of the economy, the feasibility of the development of cluster forms of integration of different size companies. The issues involve the private business in the sphere of housing and communal services, development of competition in this area. It noted the low level of business responsibility to update the fixed assets and technologies.
