Appellate and cassation legal proceedings on administrative offence cases: issues of theory and practice

The article analyses the rules of higher judicial instances' consideration of complaints and protests on lower trial courts' decisions on administrative offence cases. The author comes to the conclusion that the modern legislation and the development prospects of auditing rules of judicial acts revision have fundamental faults that can be eliminated by the acceptance of the Conception of Judicial Legislation on Administrative Offence Cases.
