Approbation of the algorithm for estimating the optimality of the management of logistical processes of an industrial enterprise

The article describes the proposed and approved algorithm for assessing the optimality of key indicators of management of industrial enterprise logistics processes. The algorithm is based on the Fuzzy Set Theory and allows us to predict the results of the planned complex of management decisions in addition to assessing the optimal nature of combinations of key indicators of logistics management. Advantages of the proposed algorithm is that, in comparison with the traditional methodology of multicriteria estimation by the value of the integral indicator, it allows qualitatively and quantitatively evaluate the optimality of a combination of key parameters of the logistics system, even with the same value of the integral indicator. Optimality is suggested to be evaluated according to the degree of correspondence between the key parameters of the logistics system to the established criteria set of requirements. The criteria set is determined on the basis of the accepted management concept or expert opinion and can be adjusted depending on the specific features of the particular industrial enterprise. The approbation of the proposed algorithm is carried out on the grounds of the Chelyabinsk Pipe Rolling Plant. Within the approbation, an assessment of the optimality of combinations of key indicators for the management of logistical flow processes was made; it was found that the best complex of properties was the ChTPZ logistics system in 2014 and, to a lesser extent, this system complied with the selected criteria in 2012 and 2013. On the basis of the algorithm, it is possible to predict the consequences of not individual managerial actions, but of their complex. As a result, it becomes possible to analytically predict the characteristics that the logistics system of an industrial enterprise will acquire after the impact of a combination of management measures on it.
