Art management as a project practice in the sphere of creative industries

For the first time, art management is considered as a unique project management practice in the field of creative industries and information VUCA reality. Various evolutionary and semantic variants of the development, existence and functioning of the economy in which the modern sphere of culture and art resides are listed: free market economy, knowledge economy, symbolic goods economy, gift economy, happiness economy, symbolic economy, welfare economy, freakonomics, digital economy, impression economy, creative economy. It is emphasized that in the post industrial space of information /knowledge /codes/ symbols /algorithms, the «orange» economy is in demand, contributing to the dynamics of the development of various representatives of the creative industries (creative figures artists, musicians, choreographers, etc., managers - managers, producers, agents, promoters, etc.) through the competent implementation of art management as project activities in the industry, which makes it possible to generate intellectual property, form a marketing space and implement state cultural policy. It is noted that for the successful implementation of project management in the field of creative industries and entrepreneurship, it is logical to apply the entire morphological spectrum of art management technologies presented in detail: artistic and creative, organizational and managerial, marketing, financial and economic, regulatory, CRAFT, CPS, TRIZ, SCRUM, business modeling, design thinking, etc. The importance of the formation of the art manager not only professional, but also supra professional /4K competencies necessary for competitive functioning is indicated. In conclusion, it is argued that in the field of creative industries, it is art management as a practice of project activity that contributes to the effective implementation of relevant Russian normative legal acts, which reveal the modern key and system forming «facets» of the functioning of the state, namely: the formation of a harmoniously developed creative personality, the development of human capital as a creative class, creative entrepreneurship and creative industries, creative clusters, implementation of project activities for the realization of talented creative figures, creation and promotion of intellectual property as a cultural heritage, preservation and strengthening of traditional Russian spiritual and moral values, implementation of international humanitarian cooperation.
