Certification is a planned process of checking the qualifications of an employee in order to determine the level of his professional training and the suitability of the position being replaced. Its mandatory nature creates a good opportunity for a state and municipal employee, regardless of the subjective opinion of anyone, to confirm their professional qualities, demonstrate the business potential of the organization’s management, and thereby provide themselves with the opportunity for further career growth, transfer to another, more interesting, work site, etc.
