Audit of road safety in the Kyrgyz Republic: theoretical and legal analysis and development prospects

The article examines the theoretical and legal aspects of ensuring road safety in the Kyrgyz Republic. There is a high social and economic importance of this problem due to the increase in road accidents and related human and financial losses. The purpose of the study is to identify legal and institutional mechanisms for ensuring road safety, analyze current legislation and strategic documents, and identify areas for its improvement. The methodological basis of the research consists of comparative legal and institutional analysis, as well as the study of international practices in the field of road safety auditing. The article summarizes the provisions of national regulations ("On Road Safety", "On Highways", the National Strategy for Road Safety for 2023-2027, the main directions of development of the road industry for 2023-2030), as well as the practice of international organizations, in particular CAREC. As a result of the study, the main problems were identified: outdated building codes and standards, the lack of a mandatory institute for safety audit, deficiencies in infrastructure and institutional barriers in the activities of government agencies. The article substantiates the need for regulatory consolidation of road safety audit, harmonization of national standards with international ones, development of the institute of independent expert auditors, digitalization of control and legal education of road users. It is concluded that ensuring road safety in the Kyrgyz Republic requires an integrated approach combining legal, organizational, technical and social mechanisms, with the priority of protecting the life and health of citizens.
