Automating a process of executing the budget as an innovative means to manage municipal finances

The author sets a task to increase the effectiveness of the process aimed to execute the municipal budget and considers the ways to solve the problem by the examples of the city Barnaul in a frame of a long term target-oriented programme. The experience of using informational technologies is summarized, the ways to improve them are proposed.
