Balance of formal and informal practices of political interaction between power and business in post-socialist Russia

The article established predominance of informal practices of political interaction between business and power in post-socialist Russia. This leads to reproduction of informal practices of interaction between power and business (state capitalism, corporate capitalism, consensus corruption). Contemporary Russia shows a practice of pluralistic democracy as the order of the formal political engagement, although less common. Its manifestations are: mechanisms of regulatory impact assessment, open government, agency of strategic initiatives, business ombudsmen, business associations. Manifestations of the institutional order of state capitalism in Russia, which transformed into the order of state corporatism (formal and informal political economic interaction), are public corporations, public bids, purchase orders and auctions. The system of political interaction between business and government is asymmetric, but stable. This system allows the political-administrative elite to control behavior of any business actor, dictate them directions, forms and mechanisms of interaction, define resource base of public policy and its strategy.
