Balance of rights and duties of the Russian people and the elite as a factor of stability of the state

The most important factor for stability and the very existence of the state is responsible perception of the people and the elite of their rights and responsibilities, their coherence and balance. In cases where this condition is not satisfied, it is fraught with negative consequences for the people, for the state, and for the elite. At the end of the XX century, the Russian elite acquired the rights that are disproportionate to the level of its duties and responsibilities. The masses, on the contrary, lost many social rights. However, in recent years, there is awareness and attempts to resolve the situation at the state level; the process of so-called «nationalization of the elite» evidences it, for example. There is also a trend of some convergence of interests of the people and a large part of the elite, it was manifested most clearly in the almost unanimous positive perception of the reunification of the Crimea with Russia. However, the imbalance of rights and obligations of the Russian people and the elite is still very large; it retains the risks for the state.
