Barriers to the formation of a hybrid model of the organizational and economic mechanism of the sphere of social services

The relevance of the study is due to the need to determine the methodological limitations of scaling a hybrid model of the organizational and economic mechanism of the social services sector in modern conditions. The research methodology is based on the concepts of competition development, reduction of administrative pressure on the activities of entrepreneurs in the provision of social services. The research methodology includes conducting a survey of entrepreneurs in accordance with such areas of assessment as assessing the intensity of competition, cost parameters for overcoming administrative barriers, conducting control measures and inspections. The results of the study show a low level of supply in the non-governmental sector of social services, a fairly high assessment of the presence of administrative and economic barriers. The authors analyzed the barriers to starting and implementing activities in the social services markets and formed conclusions that the main obstacle to attracting non-state participants to the provision of social services is the lack of a well-formed resource base: the absence or presence of legal restrictions on the use of premises, the need to purchase expensive equipment, compliance with requirements during licensing procedures. The authors also raised the question of the expediency of financing these expenses at the expense of budgets of various levels.
