Barriers to obstacle creating "Living Lab Institution" and using the model "Quadruple Helix" in the Samara area, in transition to a circular economy to the metallurch cocessor

The article discusses such barriers that impede the transition to a circular economy in metallurgical production, such as economic barriers, information barriers, regulatory barriers, tax barriers, barriers present in the process of environmental education. The main provisions established in the legislation of the Russian Federation in the field of production and consumption waste, responsibility for the negative impact on the environment were analyzed.
