Safety of the person in strategy of national safety till 2020

In article the concept characteristic «national safety» contains. The author underlines that the category of national safety has the constitutional nature and, thereby, proves necessity of a formulation and a concrete definition of conceptual bases of national safety for the branch and special legislation according to basic positions of the Constitution of the Russian Federation.
