Flight safety: ICAO's vision and a competence approach in higher education

The article examines the influence of the concept of formation of competencies, officially adopted and implemented in the system of higher professional education at present, on the qualifications of aviation specialists in terms of ensuring flight safety in accordance with ICAO requirements. The key idea of the article is the competence-based approach in education is more adequate for training specialists for the socio-economic sphere, but not for the natural-technical sphere. The specificity of aviation has transformed the traditional understanding and concrete filling of the educational triad “knowledge - abilities - skills” with pedagogical actions. There is a pedagogical practice of minimizing the latent conditions of accidents in aviation. In connection with which it is advisable not to change anything fundamentally in the system of higher educational training of aviation specialists. It is proposed to speed up the process of developing a complete list of professional standards for aviation specialists.
