Security of social and economic systems of regions: security measures

The article discusses the problem of ensuring the security of regional development. It is determined that the state (region) consists of a number of interacting social, ecological, economic and political systems. It has been revealed that the main factor of stability of the development of the real sector of the economy is the model of market regulation, while the development of the social sphere depends on the social model being developed in the state. The importance of introducing proactive management and proactive planning methods is shown. It has been determined that security is an ability of the system to adapt to positive innovative changes and localize negative ones. Structural-resource and process-organizational measures to ensure security are disclosed. It is determined that three components can be attributed to the mainstream of modern mechanisms and tools for managing the development of social and economic systems: innovation, digitalization and project management. It is shown that the effectiveness of the implementation of national projects can be ensured through their development and the addition of a regional component. The formation of projects of the regional component of the national project "Ecology" on the example of the Republic of Buryatia is considered. It is shown that the proposed set of projects is open in nature and can be supplemented by new projects when certain factors arise. It is determined that projects can be implemented to one degree or another in other regions of Russia, since the environmental problems facing the regions are basically the same.
