Occupational safety in the agro-industrial complex and the "regulatory guillotine"

The main reasons for the low efficiency of reducing occupational injuries in the Russian Federation and, in particular, in the agro-industrial complex, which ranks fourth among economic sectors in terms of injuries (from 8% to 9%) are revealed. From 2019 to 2022, statistical data suggests that the situation in the industry is not significantly improving, the main reason for which is harmful (dangerous) working conditions. The reduction of harmful and dangerous factors is happening slowly, which requires reworking approaches to ensuring occupational safety. But with the process of transition of enterprises of the agro-industrial complex to new technological structures, the technical and technological base, its components, which are associated with an increase in power supply, mechanization and automation of production, are being improved. A large number of regulations as well as excessive regulatory pressure on business negatively affect the improvement of work to reduce accidents at work. The «regulatory guillotine» to improve legislation as the main requirements of the state is included in the comprehensive labor safety system. Regulatory legal acts set the pattern, the organizing principle, what needs to be strived for, and will obviously influence the implementation of the labor protection system in the agro-industrial complex. The purpose, content of the «regulatory guillotine», the positive aspects and disadvantages of its implementation are noted in this article. Injury statistics and provisions regarding new labor protection rules in the agro-industrial complex are considered. Some proposals are given for the use of safety factors in the workplace. In our opinion, the situation can be improved by reduction and unification of regulations, a systematic approach to the integrated organization of labor and labor protection activities, and control.
