Labour exchange: global and Russian experience

The article discusses problems of the labor exchange formation. The all-Russian labour office accumulates experience of large group of workers’ employment and replicates it, establishing a network of employment services organizations. The authors think it is proper to consider institutionalization of the labour agency in order to improve human resources recruitment efficiency, HR’s regional and professional mobility at the labour market.
