Budget reform at the municipal level

The article is dedicated to the practical aspects of reforming the tax-fiscal sphere of municipal autonomy and to the forward development of municipal fiscal independence by the example of a municipal district of Chelyabinsk region. The budget analysis suggested by the authors enables to find out problems and define the directions of further reforming. In addition, the authors define the forward development of inter-budget relations at the municipal level.
