Force structures budget expenditures in Russian Federation of 1990th

The article characterized expenditures of the Russian Federation on force structures in 1990th. Sources of research are Federal Budget Laws and presidential decrees. The author indicates that expenditures of this kind financed as “National defense” and “Law enforcement and government security”. Despite the increasing of budget dates on force structures they not only didn’t increase but even declined. The reasons of it were inflation and inability of state to finance budget expenditure because of decline of income. Obligations of demilitarization, inherited from USSR were intolerable burden of budget. Attempts of optimization military spending demanded of army’s reformation which constructs discussed by society. In percentage to GDP National defense declined, but Law enforcement and government security remained at the same level. The author concluded that budgetary problems of force structures were connected with large-scale military organization which was inherited by Russia from Soviet Union and failure of its optimization.
