Budget risk is a key factor in the financial system stability, which affects not only the ability of the economy to survive macroeconomic shocks, but also the possibility of its development. The definition of budget risk, formulated on the basis of an analysis of the points of view of various authors, provided in the article. The division of budget risk into such components as systematic and non-systematic budget risk is formed, depending on the possibility of their regulation by the state, proposed on the basis of consideration of various approaches to the classification of budget risk factors.
