Budget surplus in the contemporary Russian economy as an indicator of fiscal authorities incompetence

The author explains the reasons for the budget surplus in the Russian fiscal system. Along with the beginning of the compensating growth and rising of global oil prices the insufficient financing of economy and social spending are claimed to be the primary reasons for the budget surplus. The author argues that the establishment of the Stabilization fund and the settlement of Russian external debt ahead of a schedule present a threat to the national financial security rather than a certain achievement of the fiscal authorities.
