Bureaucracy in the public service: social and managerial view

The article, based on the results of a specific sociological study, examined the etymology of the category “bureaucracy,” the negative (bureaucracy) and the positive aspects of the public service management system; analyzing, substantiating the strengths and weaknesses of the Russian public service system in the context of the “bureaucracy” category; a socio-psychological portrait of the “bureaucracy” was presented. The internal and external causes of diss-functions in public service organizations are revealed. The dangers of the revolutionary destruction of the bureaucracy were presented. It is argued that at present it is necessary not so much to prevent bureaucracy as to increase its level of positive effectiveness. Bureaucracy was shown to have solid objective and traditional grounds. A factor in the development of bureaucracy was the authority of managers, based on personal socio-psychological qualities. The results of an empirical study of bureaucracy in the public service system were presented on a representative basis.
