The article presents a brief history of rebellions of the military service population of Transbaikalia in the 17th century in the context of security and police functions of the administrative apparatus. We have identified the officials who ensured police order, court and supervision. Among the key competent authorities are clerks and voivodes, who were mainly supported by the Cossacks. We have made an attempt to identify not only the characteristic historical features of the rebellions, but also the reasons that gave rise to them. One of the most important reasons for the events that took place on the territory of Transbaikalia during the second half of the 17th century was undoubtedly malversation of responsible officials, as well as the important for this period request for justice. We believe that, despite the extreme geographical distance and transboundariness of the region, Transbaikalia experienced the same difficulties in socio-political development as other Russian regions in the 17th century, which received the name of the Rebellious Age in historiography. At the same time, there were also features, which are typical for the regions of Eastern Siberia, Transbaikalia and the Far East, such as an extreme remoteness of the region from decision-making centers, high concentration of the military service population, the lack of regular police services capable of detecting threats to law and order and transboundariness.
