Due to the prevailing political events, the territory of the Republic of Buryatia was temporarily divided into two parts. The part that was liberated from the White Army would later become an autonomous region within the Irkutsk Gubernia. However, an important issue for the future self-determination of the Buryat-Mongolian people had to be resolved, which was the organization of autonomy. The Soviet government gave the Buryat population the opportunity to self-determination, both as a nation and as a state entity within the Russian SFSR. To solve this problem, the Buryat-Mongolian Central Committee of Eastern Siberia and the Buryat-Mongolian Section of the CPSU, under the Irkutsk Gubernia Committee, begin active work on the formation of the Buryat-Mongolian Autonomous Region of the Russian SFSR. The fact of having autonomy in Buryatia within the Russian SFSR supposed, first of all, to solve the issue of the borders. This issue had to be resolved by the Central Executive Committee of the Russian SFSR and the constituent Congress of the Buryat-Mongolian Workers of the Russian SFSR. The governance in the Buryat-Mongolian Autonomous Region was carried out by the revolutionary committee (revcom), to which power was transferred from the Irkutsk Gubernia Executive Committee. Moreover, the structure of aimag (tribal) authorities was later formed.
