“Former” zemstvo employees of the Ufa province in Soviet state structures

The article deals with the issue of personnel succession between zemstvo self-government bodies and Soviet state structures. The comparison of several types of sources, such as reference books, sources of personal origin, office documentation, made it possible to conclude that cases of transitioning former officials to Soviet institutions and authorities were quite common. In the course of the study the biographies of zemstvo employees from the Ufa province, who belonged to different political parties and professional groups, were analyzed. A significant part included the officials who were the heads of municipal institutions or structural subdivisions of Zemstvo Councils before October, 1917. The author concludes that the experience of managerial and organizational activities they acquired in the zemstvo service appeared to be in demand in the new historical conditions.
