The growing requirements for improving the efficiency of collective and individual labor in the industrial sector, the stricter requirements for the structure of the personnel of government agencies lead to the need to implement a wide range of HR-technologies. The tax legislation of the Russian Federation also dictates the need to use personnel management technologies for the purpose of increasing the efficiency of its use. Outsourcing has become the most frequently encountered personnel technology from the specified range of personnel management methods. Outsourcing assumes that the main enterprise of an industrial cluster performs only those processes that are its strengths. The rest of the non-core processes are carried out by other specialized organizations that are able to carry them out more efficiently at an optimal cost level and have the appropriate potential. Outsourcing HR technology makes it possible to carry out each process in the most efficient way, based on the use of advanced business technologies and know-how to gain and retain competitive advantages in an increasingly aggravated competitive struggle. The economic essence of outsourcing is to build a system of relations between organizations in the industrial cluster, the budget sector, transferring and taking over the implementation of individual economic and management processes on the basis of long-term agreements.
