The civil service values by case study of the Republic of Sakha (Yakutia): a sociological analysis

The article presents the research results dealing with the value structure of state service in the Republic of Sakha (Yakutia). It is emphasized that the norms of this institution, which have been formed in the framework of paternalistic concept of traditional bureaucracy, are coming into conflict with the requirements of the "new public management" that has become a basis of administrative reform. This leads to the nonuniformity of civil service: young officials and officials over pension age support innovative values, while the most social active government employees share the values of traditional bureaucracy.
