This paper examines current trends, problems and directions of employment regulation in the Russian Federation. The purpose of the study is to identify the value determinants that determine the dynamics of employment regulation processes, which also affect social policy and identify measures that increase its effectiveness in conditions of economic and demographic instability. The methodological basis of the study was a comparative analysis, the results of statistical sample observations, as well as an analysis of the regulatory framework and statistical data. Special attention is paid to the comparative analysis of strategically important regulatory documents that affect social and labor relations and employment, forming the basis for further strengthening and development of spiritual and moral values. The results of the study suggest that the reviewed regulatory documents form a unified system of regulation of employment and social policy, in which economic development, demographic stability and spiritual and moral values reinforce each other. The paper suggests recommendatory measures aimed at the effectiveness of employment regulation processes. The proposed measures address key aspects of social and economic development in the context of digital transformation and are aimed at creating a social policy based on spiritual and moral guidelines.
