Part 2 clause 13 of the Constitution of the Russian Federation: disputable questions of theory and practice

Part 2 of Article 13 of the Constitution of the Russian Federation states that there can be no state ideology in the Russian Federation. Article 13 is in the first chapter of the constitution and, consequently, is one of the foundations of the constitutional system and it is impossible to make changes to this article. This provision was incorporated into the fundamentals of the constitutional order in the early 1990s, with the goal of preventing the country from returning to the communist system. However, today, many consider these fears obsolete, and the norm requiring adjustment, since the state cannot exist without a state ideology.
