Human capital as factor of agro-industry development

The article deals with problems of human capital development, influence of human capital on innovative development of economy. Human capital development and improvement of its quality allow us to solve numerous social and economic problems, to force innovative development of rural areas. Human capital is becoming the main source of numerous innovations and changes within society, an important factor of this society’s improvement and its evolution. It is also the main source of forming of a tight-knit staff, capable of ensuring labor productivity growth and, on condition that all the resources are integrated, formation of a socio-economic system on an innovative basis. There is an urgent problem connected with a lack of people of a new mentality - flexible, able to generate and introduce innovations, highly qualified people, whose qualification is stipulated by the unique and effective combination of theoretical knowledge, practical skills and personal qualities, necessary for success in science, knowledge-intensive business and high-tech sectors. The usage and development of innovative human capital, as well as effective involvement of the people of a new mentality into labor activity are limited because of low quality of the system of education and ineffective employment pattern, which does not correspond to the progressive technological economy structure where employees are free to change their position. The necessity of search for scientifically-based recommendations and mechanisms of involving, keeping, development and effective usage of human capital in agro-industry is stipulated by many problems of human resources in this sphere, including decrease in staff qualification and quantity, the shift of population from rural areas, low percentage of people working in this field after graduation, decrease in prestige of the job in agro-industry. This issue is becoming more urgent because of the necessity to improve quality of agricultural products, and consequently, labor quality, in transition to unconnected state support measures. The author makes a suggestion to create academic complexes, which will become an effective instrument of agricultural education development and a prospective instrument of improvement and development of agricultural specialists and mobility of scientists, research and education employees. Training, aimed at getting not only theoretical knowledge, but also practical skills in high-tech sectors and in the field of knowledge-intensive business, which are considered to be innovative elite of the society, will result in human capital increase and its more effective usage.
