Human capital as a factor of sustainable regional development (case study of the Volga Federal District)

This scientific paper presents a study devoted to the analysis of the role of human capital in ensuring sustainable development of the regions of the Volga Federal District. The study begins with a deep theoretical analysis of the concept of human capital, including consideration of its main structural components and significance for the modern economy. Particular attention is paid to the practical application of human capital in the context of regional development. The work provides a detailed analysis of the use of human capital in several entities of the Volga Federal District: Samara and Ulyanovsk regions, the Republic of Tatarstan and the Udmurt Republic. The author comprehensively considers both positive and negative aspects of the impact of human capital on the regional economy, demonstrating a direct relationship between the efficiency of its use and the level of socio-economic development of the studied regions. The methodological base of the study includes a wide range of scientific methods, including comparative and comparative analysis, dialectical approach, statistical and mathematical methods, as well as methods of generalization, specification, systematization and deduction. The use of this methodological toolkit made it possible to conduct a comprehensive study of the problem under consideration. The scientific novelty of the work lies in the formation of a holistic understanding of the specifics of the use of human capital as a factor in the sustainable development of the regions of the Volga Federal District, as well as in the development of the author’s conclusions on this issue.
