Human capital development is a competitive advantage in the economy of any state, but to balance its development in the agricultural sector at the moment is quite difficult. Urbanization affects the quantitative indicators of human capital both in Russia and around the world. It is necessary to take into account the existing trend and to take urgent measures for the conservation and enhancement of human capital in the agricultural sector.
