Human capital under the conditions of crisis

The article stresses that the emerging signs of recovery in the social branches charged with such parameters of the human potential quality, as the level of general and professional culture, formation of the world outlook and moral values, the state of population health, may be easily lost, when the government take a decision to discontinue the indexation of wages in these branches and cut off the budget outlays on education once again.
