The main trends in the formation and development of the human capital of universities in the context of the modernization of Russian higher education are considered. The influence of innovations on the qualitative characteristics of the human capital of higher education institutions and their specific features, determined both by industry specificity and by the categorical apparatus is determined. The analyzed tendencies and peculiarities of the human capital of the Russian system of higher education stipulate the specifics and boundaries of development, both conceptual and methodological approaches to its management. It is obvious that copying even the most progressive forms and methods developed in other conditions cannot be used. These approaches obviously need to be adapted and supplemented. The development of effective methods of managing human capital must be based on a co-evolutionary (system-process) approach, including all modern tools for effective management.
