The human capital is not only able to increase the level of self capitalization, but also it is a primary factor which is providing the maintenance, the effective use and the level increase of overall social-economic system capitalization - at the level of one's carrier, house management, organization, sector, region, country as a whole. The human capital formation and use is a long, complex and individual process, because every day its carrier is undergoing unique path of comprehension and experience in the development of its human capacity. The formation process of human capital is moving through the transformation of labour potential in human resources potential in specified conditions of professional activity, primarily. In this article the human capital is considered in terms of a systematic categorical-conceptual apparatus, as following: a human being with its abilities and capabilities - a work force (as an ability to work) - labour supply (the summation of work age population of a specific territory) - the economically active and inactive population - the staffing (professional and fixed in a particular sector, the arrangement of labour supply) - the human capital.
