Human capital - a key factor of the arctic economic development

The article is devoted to the analysis of the demographic, social and economic situation in the Arctic zone of the Russian Federation. The prevailing demographic trends, the main indicators of the economic and social development, the labor market of the subjects of the Arctic zone of the Russian Federation, the provision the region with the necessary skilled workforce, and certain parameters of the health status of the population are studied. Conclusions are drawn about the multidirectional vectors of the demographic development of the Russian northern territories, the prevalence of negative migration processes, and the need to preserve and develop human capital, the size and quality of which is determined by the investments in education and health. On the ground of analysis' results, it could be said that the preservation and development of the human capital of the territory as the main factor of innovative economic and social progress would be necessary to solve the diverse and complex problems of the Russian Arctic revival.
