The exclusion of every tenth young person from the present and/or potential labor resources should be regarded as a threat to the human resources of our country. While having the status of neither studying nor working, young people face the situation of being poorly involved or not involved at all in the normal channels of the human capital formation. It creates the necessity of the diagnostics and assessment of their human potential. As a basis for it, the concept of the human potential and its index system has been used. With the purpose of approbation of the theoretical approach a sociological research has been conducted that is aimed at the comparison of the human potential of two groups of modern Russian youth: young people who are involved and not involved in the spheres of work and study. We have explored the systems of needs, abilities and readiness of these groups to accomplish educational and professional life activities.
